Evacuee Rights and Responsibilities

In March 2024, the Alberta Human Rights Commission developed an Evacuation Information Support Package for evacuees, service providers, and municipalities. It provides information on human rights protections and obligations, as well as who individuals can contact if they experience discrimination during an evacuation.

Below are the key points from this package as they relate to the delivery of Emergency Social Services (ESS).
Rights of Evacuees

All persons are equal in dignity, rights, and responsibilities in the delivery of public services under the Alberta Human Rights Act.

Protection from harassment, defined as unwelcome verbal or physical conduct directed at an individual.

The right to safety, security, and privacy.

Access to support for basic needs, with public service providers having a duty to accommodate where appropriate.

Access to information.

Responsibilities of Evacuees
1

Be prepared for possible evacuations and review Government of Alberta emergency preparedness resources for personal readiness information.

If you require accommodation, assist where possible in the accommodation process.

Respect the rights and privacy of other evacuees and members of the host community.

Cooperate with ESS providers and follow all directions provided.

Follow all rules of ESS facilities and host communities. Facility operators may enforce these rules, up to and including requiring eviction from the facility.

Be responsible for and pay for any damages caused by themselves, their household members, or companion animals.
